This position serves our partners at the Minnesota Department of Revenue (DOR). MNIT DOR helps manage the state’s revenue collection systems and administers state tax laws. The team is responsible for powering technology that collects over $30 billion annually.

Job Summary

Serving under the leadership of a Chief Business Technology Officer, this position establishes and drives the strategic technical direction, planning, operations and culture for a MNIT agency-based office in a manner that partners with and advances the goals of the agency partner business needs while aligning with and supporting MNIT's strategic priorities and services. This position is a senior IT executive for their state agency based office, which requires technical expertise, executive leadership, strategic vision, timely execution and performance as a partner to the business and MNIT.

As one of MNIT's senior executive leaders, incumbents help set future direction, goals and priorities for their business partner, while executing within the standards and structure of MNIT. This requires a strong and productive working relationship with senior MNIT leadership (managing CBTO, other ACs, CBTOs, and Deputy CBTO's, etc.) as well as senior leadership at individual agencies (Deputies, ACs, etc.) and with the State Legislature including liaison between the agency and legislature. This requires executive leadership, strategic vision, timely execution and performance as a partner to the business and MNIT.

Deputy CBTO's are responsible for IT operations, including application development, vendor relationships and cloud hosting strategies, while ensuring compliance with MNIT architecture and regulatory standards such as IRS 1075 and SSA requirements.

Deputy CBTO's must continuously stay on top of trends in information technology and in the public sector by using industry experts like the Corporate Executive Board (CEB), Gartner, Forester, etc. to ensure MNIT is leveraging the resources and technology to achieve both productivity and technology enhancements, while realizing cost savings.

This position is telework eligible for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

Telework arrangements and policy updates may be adjusted based on business needs.

Qualifications

Minimum Qualifications

Position requires a minimum of eight (8) years of experience in leadership and management of large scale, high profile IT projects.

Experience must include:

  • Demonstrated expertise in IT thought leadership and creating IT roadmaps utilizing emerging technologies
  • Demonstrated ability to collaborate effectively across IT functions (beyond direct reports) to meet the needs of partners.
  • Demonstrated experience in taking accountability for ensuring applications meet partner expectations throughout the entire process, from delivery to ongoing support.
  • Four (4) years of supervisory or managerial experience.
  • Demonstrated ability to communicate clearly and effectively to foster mutual understanding and guide teams through change.
  • Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving, with demonstrated leadership and people engagement skills that support positive user experiences and high-performing teams.

Two (2) years of experience in a Systems Architect classification or two (2) years of experience in an external IT Architect role may substitute for the required supervisory experience.

  • Strong knowledge of contracting procedures and procurement guidelines, ensuring compliance with established rules and managing operations accordingly.
  • Exceptional communication and presentation skills, with expertise in public relations strategies, crisis communications, and media management.
  • Solid experience with business processes, human resources, continuous improvement, project management, and operational principles and practices.
  • A mindset focused on innovation, with a demonstrated ability to promote a culture of experimentation and continuous improvement within the organization.
